Uproar over rotating the player who wins games with the ball is not just an Australian phenomenon. When Mitchell Starc was angry at being left out of the Australian side for the Boxing Day Test after his Hobart heroics, he might have found some empathy in the United States.

The Washington Nationals' decision to stand down its young pitching star, Stephen Strasburg, during the 2012 Major League season sparked furious debate across America. On one side were those not wanting to risk long-term damage to his golden right arm; on the other were fans demanding he play.

Even as the Nats got the scent of a World Series berth, they left Strasburg in the dugout, given he had undergone surgery the previous year to have a ligament in his elbow replaced.

New York mayor Rudy Giuliani called for Strasburg to pitch and so did a legion of Washington fans. But the Nationals stuck firm, banking that at 24, their No.1 draft pick from three years ago, will one day secure them a maiden World Series.

The debate over the "Strasburg Shutdown", as it became known, is more of an exception in professional baseball.

While Australian cricket fans are just getting used to the concept of fast bowlers being left out of Test matches for their own safety or rested when their workload gets too high, baseball has been rotating its pitchers for decades.

Phil Dale, a former Australian pitcher who carved out a 10-year career in the American minor leagues while aligned with the Cincinnati Reds, can remember pitching rotations being commonplace when he began playing there in the early 1980s, so he and the other starting pitchers could get some rest in a crammed schedule.

Now the head coach of the Melbourne Aces in the Australian Baseball League, and a talent scout for the Atlanta Braves, Dale said everyone - fans, players and the clubs paying them - accepted rotations as part of the game.

"The top surgeons are saying it, when it comes to the breakdown period you've got to have this much rest in the year when you're not throwing. The harder you train, the more injuries you're going to get," he said.

"You drop a couple of miles per hour on a baseball field it can be the difference in giving up a lot more runs. If you've got a pitcher who's throwing 96 miles [154 km] per hour and then he drops down to 93 because of wear and tear, that can have a huge impact on how much he plays in the season."

Major League franchises have a platoon of pitchers on their rosters: five starters to kick off games (between 80 and 110 pitches a game and four days off between games), relievers, closers, specialists for seventh and eighth innings and even some for when a game cannot be salvaged. "You're not going to sacrifice your best horse if you can get away with someone less," Dale said.

ABL clubs are the same. On the Aces' roster is Zachary Arneson, who arrived from the New York Yankees with instructions: handle with care.

"They want him throwing one innings, then one day off and so on," Dale said.

"If he throws two innings it's two days off. They're very specific instructions from the organisation. He throws 97 miles per hour and is a prospect and he needs pitching time. But they're the rules and you have to report it every time to them."

Dale can appreciate the stresses on both fast bowlers and pitchers. As a teen fast bowler, he made the Victorian schoolboys side, before the Reds called. He recalls how fast bowling put more stress on the lower body, but concedes pitching is tougher on the arm (now 50, he cannot straighten his arm).

In the Strasburg case, he understood how Washington fans were bitter at seeing their best weapon put on ice just out from the playoffs.

But he said fans were so used to rotations, attendances would fluctuate depending on who was on the mound that day.

"The fans know which starter is going to pitch on any day so they become used to it. Even with the cricket, once the fans become used to it, when they know Peter Siddle is bowling, it might be a bigger drawcard.

"That's what happens over there. When one of the top pitchers pitches, it's a full house," he said.

Bowling rotations are yet to be adopted across the cricket world. While Australia has shuffled its pace pack differently for the past four Tests (sometimes injury has forced its hand), England recently played James Anderson in four Tests in a month in India despite him having bowled more Test overs than anyone this year, bar spinner Graeme Swann.

Dale envisaged a day when rotating bowlers might be as commonplace as shuffling starting pitchers.

"They wouldn't be adopting this strategy based on a gut feel. They'd be doing it on statistical basis and from the sports science people saying 'The injury rates are high, we don't want this guy to break down'," he said.

"You don't want to beat up his back if we can get another five years out of him. Australian cricket will be all the better for it and so will the career of that player."

ITC Judge recommends Samsung post 88 percent value bond, import bans in Apple patent case

If you're keeping track of the multiple, and let's face it, tiresome Samsung / Apple patent debacle, a document that just turned up at the ITC might spell more trouble for the Korean manufacturer. It's a publicly redacted version of Judge Pender's recommendations, and pertains to the October ruling that deemed Samsung borrowed four of Cupertino's designs. The most iconic being design patent D618,678 (that which you see above). The others include multi-touch patent 7,479,949 (which was tentatively invalidated) along with two other patents (RE41,922 and 7,912,501) relating to graphic display elements and audio hardware detection. If the recommendations are adopted -- and FOSS Patents suggests this is entirely possible -- Samsung could face a US import ban after a 60 day presidential review, an order prohibiting "significant" sales of infringing products in America along with a posting a bond for 88 percent of the entered value of mobile phones (plus 32.5 percent for media players and 37.6 percent for tablets) that include the breaching design features. Pender has, however, reportedly cleared several Samsung "designarounds" which, if implemented to satisfaction, would mean the tech giant could continue trading. For now though, the recommendations are awaiting the Commission's review.

Windows 8 App Store Now Has 35,000 Apps

The Microsoft Windows 8 app store has only been on our radar since October 30 but already it has racked up 35,000 different applications.

According to tracking website MetroStore Scanner, the Windows 8 app platform has added 14,57 apps in the past 35 days. The Windows 8 app ecosystem now features 35,167 desktop based applications.

While 35,167 apps are available for Windows 8 only 22,000 are available in the US.

Microsoft?s new platform still lags far behind Google Android?s Play Store or the Apple iOS? App Store, however it is adding 415 apps per day.

At current growth rates the Windows 8 app store should reach 50,000 programs by February 1.

The app store debuted with 10,000 apps on October 30 but quickly added 3,000 more apps during the first week of release.

While 50,000 apps is nothing to balk at, that number is still far below the 100,000 mark that Microsoft?s sales and marketing vice president originally said the company was aiming for upon release.

Microsoft also predicted that it would sell 400 million Windows 8 devices by July, should sales pick up and that number be met the company?s goals of 100,000 apps could occur sooner rather than later.

The mobile market for devices has continued to cannibalize desktop and traditional notebook sales and ultrabooks with their ultra-high pricing have failed to buoy much of the mobile tech sector. Should tablets and smartphones continue to further erode away at traditional computing we could see Microsoft struggling to reach 100,000 apps.

We all have an inkling of how our food is grown these days, but increasingly we don't really know what it looks like. You'd probably recognize a tomato plant or a cornfield ? but these photos offer a perspective that a lot of us haven't seen.

Photographer Freya Najade is exploring the age-old question of how humans harness nature ? a question as old as agriculture itself. But what she uniquely captures here is the latest chapter in the evolution of food production, in which technology ? in the form of robots and computers ? is the central character.

"It was a bit bizarre, observing cows milked by robots without any humans present," Najade writes from London, where she's based. Bizarre, she says, but not all bad:

"I have seen new technologies that allow, in certain aspects, a more environmentally friendly production. For instance, in a greenhouse in which waste, water and nutrients are collected, purified and recycled, the production becomes more environmentally friendly because less water and nutrients are needed."

The fact is there are just so many of us to feed. And it's going to take some real ingenuity to feed the billions more joining us ? even if that means growing lettuce under LED lights in a building in a desert. Though industrial-scale mushroom production is nothing new, in Najade's photos it looks a lot more like a science experiment than the romanticized agriculture of bucolic farms. But they're both, effectively, always a kind of experiment.

Who's making the decisions about how how we'll be growing the next generation of fruits and vegetables? I hope there's another photographer out there who wants to find out. For now, though, we have Najade, who's forcing us to ask, "Remember when humans actually milked cows?"

Maybe one day we'll be asking: "Remember cows?"

FBI investigating Trenton housing developments started under former mayor Douglas Palmer

TRENTON ? The FBI is investigating federal Community Block Development Grant funds used for six to eight major housing developments in Trenton started under former Mayor Douglas Palmer?s administration, the city?s CDBG coordinator said yesterday.

Federal subpoenas have been issued regarding the CDBG money and FBI agents recently visited the office, said Mark Leckington, the city coordinator. While the projects being reviewed may have continued into Mayor Tony Mack?s administration, Leckington said an FBI agent who visited his office last week said the corruption case against Mack, who has been indicted on multiple counts of alleged bribery and extortion, is not the origin of the probe.

?He made a point of saying it had absolutely nothing to do with the situation with the mayor,? Leckington said. The subpoenas served on the city this month identified a ?person of interest? in the federal investigation, Leckington said, though he declined to identify the target.

Palmer said yesterday that the FBI has not approached him about the CDBG investigation and he did not know who could be the subject of the investigation.
?I have no knowledge of anything, no one has contacted me,? Palmer said. ?There?s nothing I did wrong.?

Leckington said the FBI was seeking to obtain updates of information from an investigation started several years ago, when agents had subpoenaed the CDBG data in an earlier probe.

Palmer said he was unaware of any FBI investigation into the city during his 20 years in office, and said he was never interviewed by agents.

?They can look all they want,? Palmer said. ?They?re welcome. They never talked to me, or anyone on my staff.?

Leckington, who started working for the city in October 2011, said he has found many CDBG project records from both the Mack and Palmer administrations to be incomplete.

However, at present the FBI?s interest is limited to housing projects initiated under Palmer, Leckington said.

Much of his work since joining the city government has involved piecing together CDBG records that were poorly compiled and maintained, he said.

?I have no paperwork on a lot of projects going into the ?90s and 2000s,? Leckington said. ?In some cases, files are missing completely on the project, like they got activated and are not accessible.?

The FBI case is considered open even though it is several years old, Leckington said.

The subpoenas for all information about the use of the CDBG money on Trenton housing development arrived earlier this month, and the data must be provided by mid-January, Leckington said.

When Leckington was hired, he was tasked with organizing the city?s CDBG records.

The Department of Housing and Urban Development gave Leckington a late September deadline to complete the records on 100 projects dating back to the 1990s. He said he could not find the full documentation for 20 projects.

Leckington got a new list of 168 HUD requests two weeks ago and has been asked to account for the money involved, he said.

Failure to provide the necessary documentation that the money was properly spent could mean the city will be forced to pay some of it back.

?They said if we don?t hit some of these time lines they will recover some of the money,? Leckington said. ?It could be several million dollars.?

While Mack is not the subject of the CDBG investigation, some of the projects being reviewed by authorities continued into his administration.

Mack is currently facing federal corruption charges accusing him of accepting bribes to help a developer with a city parking garage project. The project, however, was actually a sting orchestrated by FBI agents, authorities have said.

Macks? brother Ralphiel Mack, and a longtime supporter Joseph ?JoJo? Giorgianni also are charged in the scheme. Mack has steadfastly denied any wrongdoing.

Leckington said that the latest investigation into the CDBG money could cost the city.

While public officials have been prosecuted in the past for misuse of CDBG money, that was only when they also were accused of performing illegal acts such as bribery, fraud and bid-rigging. In cases of the money being mismanaged, the grant is more frequently ordered to be repaid, Leckington said.

?If you misuse CDBG money ? as long as it?s not criminal ? HUD will ask you to repay the money out of the next year?s award,? he said.

U.S. pending home sales jumped 1.7 percent month-over-month in November.

Economist were expecting a 1.0 percent month-over-month gain.

"Even with market frictions related to the mortgage process, home contract activity continues to improve," wrote Lawrence Yun of the National Association of Realtors.? "Home sales are recovering now based solely on fundamental demand and favorable affordability conditions."

WASHINGTON (December 28, 2012) - Pending home sales increased in November for the third straight month and reached the highest level in two-and-a-half years, according to the National Association of Realtors?.

The Pending Home Sales Index,* a forward-looking indicator based on contract signings, rose 1.7 percent to 106.4 in November from a downwardly revised 104.6 in October and is 9.8 percent above November 2011 when it was 96.9. The data reflect contracts but not closings.

The index is at the highest level since April 2010 when it hit 111.3 as buyers were rushing to beat the deadline for the home buyer tax credit. With the exception of several months affected by tax stimulus, the last time there was a higher reading was in February 2007 when the index reached 107.9.

Lawrence Yun , NAR chief economist, said home sales are on a sustained uptrend. "Even with market frictions related to the mortgage process, home contract activity continues to improve. Home sales are recovering now based solely on fundamental demand and favorable affordability conditions."

On a year-over-year basis, pending home sales have risen for 19 consecutive months.

The upward momentum means existing-home sales should rise 8 to 9 percent in 2013 to approximately 5.1 million, following a 10 percent gain expected for all of 2012. The median existing-home price is projected to rise just over 4 percent in 2013, after rising more than 7 percent in 2012.

The PHSI in the Northeast rose 5.2 percent to 83.3 in November and is 15.2 percent above a year ago. In the Midwest the index edged up 0.1 percent to 103.8 in November and is 15.2 percent above November 2011. Pending home sales in the South were unchanged at an index of 117.2 in November and are 13.9 percent higher than a year ago. In the West the index rose 4.2 percent in November to 110.1, but is 3.2 percent below November 2011 with inventory constraints limiting sales.

(AP) ? Few people keep Queen Elizabeth II waiting, especially when she has issued a personal invitation, but President Ronald Reagan managed to do so in 1982 without causing any lasting damage.

It happened in 1982, when the Reagan White House failed to reply in a timely way to a personal invitation from the queen for the president and his wife Nancy to stay with her at Windsor Castle during a planned visit to England.

Formerly Confidential papers made public Friday reveal there were raised eyebrows, and bruised feelings, when Reagan did not answer the sort of invite that usually commands a prompt reply the world over. The queen's invitation was left to languish for weeks ? something the British believe is simply Not Done.

"It is really for the president to respond to her invitation, which he has not done personally, something that I have pointed out several times here," writes Nicholas Henderson, Britain's ambassador to Washington, in a memo to the British Foreign Office. "As you know those surrounding the president are not deliberately rude: It is simply that they are not well-organized and do not have experience of this sort of thing."

The misunderstanding was eventually cleared up ? and Reagan even found the time to go horseback riding with the queen.

A former Reagan official today offers one possible explanation for the delay replying: Nancy Reagan's need to consult an astrologer.

"You have to remember that Mrs. Reagan was very strict about his schedule, and she would consult her astrologer to see if this was the right time to travel," William F. Sittman, a special assistant to Reagan who was involved in planning the trip, told The Associated Press. "Sometimes she would back up departures."

The tiff over the tardy reply is but one revelation contained in nearly 500 pages of newly released documents relating to the Reagan visit being made public Friday by Britain's National Archives. The dossier shows the British government ? led by Prime Minister Margaret Thatcher ? to be extraordinarily interested in pleasing the relatively new president on his two-day visit.

British leaders also fretted that perennial cross-Channel rivals might triumph in the tug-of-war for presidential face time in a visit that had to be sandwiched between two summits on the European mainland. They feared the president might cancel, either because of time pressure or a reluctance to offend other European leaders who wanted meetings with Reagan.

The dossier is filled with serious political concerns ? how to maximize Britain's influence on U.S. policy? ? and lighter matters, including what gift to give the Reagans (they decided on a carriage clock), and what type of horse and saddle Reagan would most enjoy for his ride with the queen.

At one point, the president's men pose a fashion question on his behalf: Just what should the president wear to go riding with the queen?

The answer: Something smart, but casual, of course. Riding boots, breeches and a turtleneck sweater would do fine ? no need for formal riding attire.

The papers show that top Reagan adviser Michael Deaver had a way of annoying his British counterparts with last-minute changes and requests, and also surprised them with some of his objectives. Deaver, remembered as a shrewd image-builder, said he wanted Reagan to be photographed outside of formal venues, so he wouldn't be seen "exclusively in white tie" at palace functions, even suggesting that Reagan go to a village pub to soak up the atmosphere

The documents make clear that Europe's leaders were desperate for Reagan's attention at a time of high Cold War tensions. A memo from U.K. Cabinet Secretary Robert Armstrong on Feb. 5 expresses concern that a gala, summit-closing dinner at the palace of Versailles outside Paris could delay Reagan's arrival in London. But he warns against pressuring the Reagan entourage to skip the meal at Versailles' Hall of Mirrors because "that would not please the President of the French Republic."

Reagan's aides also worried the British by suggesting the president might have to skip the stop in London because accepting it might anger the Germans, who had offered a similar invitation. The Americans express concern about "the German problem" ? the prospect that if the president visited London he might also have to add a stop in Germany, as well.

But feelings are smoothed when the Americans assure the British contingent that the Germans are not America's top priority.

"Eagleburger emphasized how much the president himself wanted to go to London," stresses one confidential memo from the British ambassador, referring to senior U.S. diplomat Lawrence Eagleburger. "There should be no doubt about that. Eagleburger also said that at the moment the Germans were not America's favorite allies."

There are confidential memos back and forth about whether the London stopover should be officially called a "state visit" ? the White House is reluctant to use that phrase for fear of offending the Italians, since a visit to Rome was not designated a state visit.

The prospect of a chance to relax from international summitry with a bit of horseback riding with the queen seems to have helped carry the day for the Brits. Asked for the president's favorite type of horse, British planners are told simply that he wants a thoroughbred. He ended up riding Centennial, one of the queen's favorites, and wearing a perfectly fitted sports jacket above his sweater, going for an old-time Hollywood look he carried off with ease.

Much of the actual visit was devoted to pomp and pageantry, or to relaxation, but Reagan did make one speech of consequence. He became the first American president to address a meeting of both houses of Parliament and used the occasion to trumpet his distaste for the Soviet Union, calling it an economic catastrophe.

He said Marxism-Leninism would be left on the ash heap of history ? a prediction that would come to pass in the following decade.

Parker constructed a gorgeous composite image of about 30 frames, which captured dozens of shooting stars streaking through the skies above a saguaro-studded desert mountain.

"This image took a lot of work, as I had to scroll through about 400 frames and find which frames had shooting stars in them, then cut out every meteor and blend," Parker said.

Skywatchers on the other side of the world were enthralled by the Geminids as well.

"Awesome experience," said Mumbai, India-based Swaroop Hangal, who also captured a photo of a fast-moving meteor.

"Today, I had planned to see 50 streaks and then quit with or without a pic," Hangal said. "Had almost lost hope when I could capture the 50th one, just between Betelgeuse at the bottom & Alhena in the Gemini constellation."

The Geminids? so named because they appear to emanate from the constellation Gemini (The Twins) ? are one of the most dependably impressive annual meteor showers.

They result when Earth plows through debris shed by a 3-mile-wide (5 kilometers) asteroid called 3200 Phaethon. These tiny particles burn up in our planet's atmosphere, leaving bright streaks in the sky to commemorate their passing.

The Geminids' source is unusual for?meteor showers, which are typically caused by streams of sloughed-off comet particles. Debris streams from the famous Halley's Comet, for example, produce the Orionids every October and the Eta Aquarids, which peak in early May.

If you missed the Geminid peak last night, don't fret; you still have a few days to catch the shower this year. The Geminids should linger until Sunday (Dec. 16) or so before fizzling out completely.

Randy Travis pleads not guilty to assault

"Look Heart, No Hands" singer Randy Travis is claiming he didn't use his, well, hands.?The country superstar pleaded not guilty on Friday in connection with a citation he was issued for simple assault outside a church in Plano, Texas, back in August.?

Travis himself appeared in court and a trial date was set for March 11, the Dallas Morning News reports.?

On Aug. 23, Travis waded into the middle of an argument between an estranged husband and wife that turned physical, according to the Plano Police Department. When authorities arrived and questioned witnesses, they indicated they had seen a husband and wife involved in a verbal argument. Travis allegedly intervened, which is when he allegedly physically assaulted the husband, whose wife is a female friend of the Grammy winner.

In contrast to his previous run-ins with the law--like his arrest for driving while intoxicated on Aug. 7 -- there are no allegations that Travis was anything but clean and sober at the time.

In fact, the singer's lawyer, Larry Friedman, recently told E! News: "Randy is doing great. Life is good. He's given up drinking alcohol. He's drinking eight glasses of water a day or more. He's on a strict exercise regimen...He's in the best shape he's ever been in his life."
